OFM will report Long-Term Services and Supports (LTSS or WaCares) and Paid Family Medical Leave (PFML) premiums, wages, hours, and exemptions to ESD every quarter on the first week of the month after the quarter has concluded. OFM has added a new HRMS report available to agency Financial Reporting and Payroll Processors to provide agencies with easy access to data provided to ESD every quarter. The enhanced report contains both LTSS and PFML data and supports the changes outlined in the HRMS Communication sent August 24, 2023.
The LTSS PFML Quarterly Wages Premiums & Hours Report procedure can be found on the HRMS Support Hub in the Reports by Functional Area > Payroll section. Processors may use the report to identify your agency’s Long-Term Services and Supports (LTSS or WaCares) and Paid Family Medical Leave (PFML) premiums, wages, hours, and exemptions reported by OFM to ESD.
This report does not retain historical data. Once a new quarter is generated, the previous quarter will no longer be available. You will need to download and save a report you wish to retain before it is replaced with the new quarter data. New reports are generated on the day following the last day of the quarter (for example, the Quarter 1 report will be available until the Quarter 2 report is generated on July 1).
The PFML Quarterly Wages Premiums & Hours Report will remain available for use as well and only contains PFML premiums, wages, and hours. Please note, after the October 2023 report is submitted to ESD, OFM will update the wage type sent to ESD for PFML premiums and reporting requirements from technical wage type /787 RE EE Family Leave Insur. to technical wage type /7B3 RE EE WA Cares Fund LTC T. The PFML Quarterly Wages Premiums & Hours Report will report premiums, hours, and wages from wage type /787, where the new LTSS PFML Quarterly Wages Premiums & Hours Report will report premiums, hours, and wages from wage type /7B3. Refer to the applicable report procedures or Employer Long-Term Services and Supports FAQ for more information.
Agencies will need to log into the ESD Portal to remit both PFML and LTSS premiums in accordance with ESD’s schedule.
