HRMS will be updated to reflect Wage Type changes resulting from the 2025-27 Collective Bargaining Cycle and Enacted Budgets effective July 1, 2025. Agency review and action is necessary.
As a result of bargained and funded compensation changes, new assignment pay references and premium pay wage types were added, existing wage types were updated (to account for changes in salary schedules, rate updates, or assignment pay title changes), and others were delimited. As a result of these changes, employee basic pay records may need to be updated.
The 2025-27 Wage Types spreadsheet provides a list of the Wage Type changes and the corresponding wage type codes. New definitions, technical information, and agency actions are contained within the spreadsheet. Refer to 2025-27 Collective Bargaining Agreements and/or Assignment Pay References for specifics.
Absence Codes
Agencies should note new or amended leave provisions in their relevant contracts. New leave types include:
Vaccination Leave During Pandemic and Declared State of Emergency -Employees will record existing absence code 9045 - Miscellaneous Leave.
Wildfire Disaster Leave - A new absence code 9114 - Misc Lv Wildfire Dis is assigned for this miscellaneous paid leave.
Changes to leave types include:
Additional Leave Days for Paid Bereavement and Expanded Definition of Family - Employees will continue to submit bereavement leave using the existing absence types. No changes have been made in HRMS.
Winshuttle
Agencies will manually input employee changes in HRMS. If you have 30 or more of the same HRMS actions, you can submit a Winshuttle spreadsheet to the OFM Help Desk. Winshuttle spreadsheets must be submitted to HeretoHelp@ofm.wa.gov no later than Thursday, July 17, 2025.
Winshuttle spreadsheets may be available for many of the updates to impacted infotypes. Refer to the Winshuttle page on the HRMS Support Hub for additional information and to obtain the applicable Winshuttle spreadsheet.
Agency Actions Required
Review the 2025-27 Wage Types spreadsheet. The spreadsheet identifies the changes that OFM will be implementing requiring wage type changes. OFM will ensure the wage types will be available in HRMS. Agencies must review the “Agency Responsibility” column and complete any required actions. If a Winshuttle spreadsheet is available, refer to the Winshuttle section of this communication for additional information.
