OFM has made updates to the dynamic action so it will no longer override the entries on the Residence Tax Area infotype (IT0207).
During a New Hire, Concurrent Employment, and Quick Hire action, the Residence Tax Area (0207) infotype tax authority will default to Washington (WA). If the Actions (0000) infotype is updated and saved after the initial set up, it will no longer change the entries on the Residence Tax Area (0207) infotype.
During the Rehire and Rehire - Quick Hire action the dynamic action will no longer default the tax authority Residence Tax Area (0207) infotype to WA. It will remain the same set up as when the employee left.
As a reminder, Out-of-state Residence Tax Area records must be updated to return the employee back to the State of Washington by the losing agency when an employee transfers to a new agency, when an employee separates, or when an employee no longer resides in Oregon or Idaho. The only exception is if the gaining agency has communicated to the losing agency that the employee will continue living out-of-state and the gaining agency is fully configured for the applicable OOS taxes and has requested the OOS tax infotype records remain active.

Issue with Out of State Taxes
OFM has discovered an issue with out of state employees who have Oregon (OR) or Idaho (ID) tax authority set up in Residence Tax Area infotype (IT0207).
When agencies add a maintain text or changes reason for action code on Action (IT0000) after the IT0207 is already set up for OR or ID tax area, it triggers a dynamic action which overrides the OR or ID changing it back to Washington (WA) tax area.
OFM is working on resolving this issue. Until then, professional users who have the roles listed below should run the Logged Changes in Infotype Data report to see if updates have been made to the IT0207 screen to determine what employee records need to be fixed if they were changed to WA from OR or ID prior to end of DAY3 for the current payroll processing period.
In addition to running the Logged Changes in Infotype Data report, Personnel Administration Processors are encouraged to communicate with their Payroll Office if they are updating an Actions (IT0000) record of any employee who lives and/or works in OR or ID. This will allow Payroll Processors to proactively correct the employee’s Residence Tax Area (IT0207) record.
