HRMS has been updated in several areas to allow agencies to track employees who opt in or out of the Public Service Loan Forgiveness program (PSLF), the effective date of the opt in/out, and track when employment recertifications are due.
Additional Personal Data (0077) Infotype
Two new fields have been added to the Additional Personal Data (0077) infotype: PSLF Status and PSLF Date Effective.
PSLF Status
The PSLF status indicates whether an employee has opted into or out of the Public Student Loan Forgiveness (PSLF) employment certification process for Washington state agencies. The following selections are available for PSLF Status:
Opt In (1) - Use this selection for an employee who has requested PSLF employment certification. When Opt In (1) is selected, the employer should recertify employment as part of the PSLF program for the employee on an annual basis and upon separation.
Opt Out (2) - Use Opt Out for an employee who has opted out of the PSLF employment certification process. When Opt Out (2) is selected, the employer is not required to certify the employee’s employment for the PSLF program upon separation. If an employee has opted out, they can opt back in by requesting PSLF employment certification at any time.
Unspecified (0) - Use Unspecified for an employee who has not opted in or opted out of the PSLF employment certification process. Unspecified (0) is the default value for this field (or blank if the record hasn’t been maintained since this field was added). In both cases, Unspecified and blank, the employer is required to certify the employee’s employment for the PSLF program upon separation.
If an employee separates from state service or transfers to a new agency, the losing agency should check the employee's PSLF status and certify employment upon their departure if the employee has not opted out of PSLF.
PSLF Date Effective
The PSLF Date Effective should reflect the date an employee’s PSLF opt in or opt out status is effective, or the date the employee’s employment was last certified. When the employee’s PSLF Status is set to Opt In (1), this should reflect the date employment was last certified, and should be updated annually to reflect the new date. When the employee’s PSLF Status is set to Opt Out (2), this should reflect the date the employee opted out of PSLF employment certification.
This data can be tracked using the Flexible Employee Data Report, which is discussed in more detail below.
Flexible Employee Data Report
New fields are available in the Flexible Employee Data Report (ZHR_RPTPAN02) to report on the Additional Personal Data (0077) infotype selections and entries. The new fields are available in the Additional Data section of the Flexible Employee Data report. The fields are:
PSLF Date Effective
PSLF Status
Monitoring of Tasks (0019) Infotype
A new PSLF Recertification (45) task type has been added to the Monitoring of Tasks (0077) infotype. Use PSLF Recertification to track the due date of an employee's annual PSLF employment recertification, which should be set one year from the opt in date or one year from the last recertification.
If your agency has 30 or more Additional Personal Data (0077) infotype records to update, you may utilize the Additional Personal Data – Public Service Loan Forgiveness Status Update Winshuttle script. Please ensure you are following the new Win shuttle process:
